well, look, we can go back tie couple of years and look what happened in the special sesmghts a lot of this goes back to the negligent acts that occurred in the special session where we spend more money. we blessed another billion dollars of new spending, special session and raced taxes. and off vee osly the taxes have served to minimize, de liewt the tax income street that you would other wise have. the national recession contributed to that more mare lands are snopg delaware and vest wir virginia and lower tax states. that is history. it is what it s. now we have a fiscal year that just ended june 30 where we were $400 million to the bay. not to the good. the govenor or public works has to now ball abc the books from the last fiscal year. now we're in the 2010 fiscal
6:50 am
year that ends next june 30. we're looking at a 700 million-dollar deficite, maybe a billion. and the next 2011 we're looking at a multi billion dollar deficite. here's the reason. people look at the powers sand a wow tharksz great. the government came in and helped with medication. out of federal stimulus dollars coming to maryland, 2.4 billion for medication and ed you caismghts those dollars will stop at end of 2010. when that occurs and enhanced base line gets to be here and the revenue descreem is here guess what this s. that's your huge knew structural deficite. now what you do about this is going to be an issue for the next govenor and next general assembly it's multi billion dollars. it's a big time deficite for a small state.
6:51 am
so the stimulus money helps for a short time. it's a band aid. and that doesn't solve the problem there. what happens, depending on the cushion, sometimes when you do cuts early in the crieblg, you get the benefit not just this year but next year as well. because you're not spending the dollars again next year. all right. govenor mallly's office says he has reduced spending by three p billion dollars. they have to have a constitution. for me he will not get much credit for this they went on a spending binge in 2007 knowing the recession was looming and raised taxes and spent more money and now the constitution saying hey, bait bay have you to have a balanced budget. it's some some phony bologna in my view but fact is you don't raise tax when the edge of a national recession. govenor urlick, thank you so much as always. >> ab sought light.
